I might be crazy, but isn't there a paragraph somewhere in the DMG that mentions something about high level NPCs getting magic items with finite charges (ie: wands) at a reduced price? I know that the price for items with charges varies accordingly to the number of charges left in them, but...

I just don't like it, precisely for the reasons you've mentioned. So, I don't allow it in my games. If the PCs want to get allies or things like that, they have to get them by other means (role playing, in game actions, etc.)

Not preciselly what you mentioned, but have you checked out "Tombs!"? (free d20 product, link to it is in my sig). It has about 40 pages of tables to generate treasure and, among other things, has tables of different types of gems with their respective values as well as jewelry.

That's a product I would've never imagined. Still, I know someone who will absolutely LOVE it from what you've described.

Monte Cook, in his Unearthed Arcana book also tried to strealine Item Creation feats, and broke them down to what they mechanicallly did. Thus, in that book there are: Craft Charged Item, Craft Constant Item, Craft Magic Arms and Armor, Craft Single-use Item and Craft Spell-completion Item.

In Mexico, the most played game is D&D hands down, followed really, really close by oWoD/Exalted. As far as other RPGs, there might as well don't exist since nobody really plays them (I've yet to find/convince a gaming group to try Mutants & Masterminds).
