No. You get a feat at 1st character level, not class level. Your class levels do not determine feat progression, unless you are in a class like fighter who gets bonus feats.

The ones in the PHB are exotic (cept for the staff), but the monk is proficient with them, so he doesn't need to spend a feat to be proficient with them. The weapons from the other books are exotic and do require the EWP.

The only weapons out of the PHB that are special monk weapons are the kama, nunchaku, sai, quaterstaff, shuriken, and siangham. Out of Complete Warrior, only the lajatang is a special monk weapon. Out of Arms and Equipment Guide, the butterfly sword, the tiger claw, tonfa, three section staff...
