    Careful Strike really shouldn't exist. It's an optimization trap and the designers claimed they wanted to get rid of those. Sure Strike is still useful because of the Fighter's OA abilities and Heavy Blade Opportunity. Of course that means you should never take it until you're in the Paragon...

    The Bard power is not worthless because it doesn't require repeated rests. Allowing use of encounter powers during a rest is not broken at all.

    Unless a power specifies otherwise, you cannot attack or take any other actions in the middle of your move action. Page 282 in the PHB has information on movement.

    If you can still only designate one quarry per turn, then this ability is very poorly worded. The most natural interpretation to me is that each time you would designate a quarry, i.e., with a minor action, you designate a number equal to your wisdom modifier.

    I don't really get the hate for the Wizard. Even with its flaws, I think it's a great class to play, tactically. I voted for the Warlock. Poor damage for a striker and weird stat dependencies make me say ugh.

    With a Ranger, though, it works out much better because of Twin Strike. And this brings up an interesting question- say you Twin Strike at an enemy with a Frost Bow, and one attack hits... can you apply the CA and damage bonus to the other roll? I know you must select your target for both arrows...

    Careful attack is pretty much just useless. Sure Strike does at least have a place- Heavy Blade Opportunity makes it a good choice for sticky defenders once they reach Paragon Tier.

    Yes. Any time you roll for damage you get the bonus damage you would normally get on a roll.

    I would probably not have played my first Barbarian if they used "rage points" instead. It's easy enough to write down the number changes for Rage. Not as easy as flat bonuses would be, but relatively easy. Rage points add a level of complexity normally reserved for casters in 3.x.
