    I'm fine with it, but I think it's a wording thing where you don't spend exertion, you gain exertion. A more spendable word in this instance is probably stamina (you lose stamina as you do things, you don't lose exertion as you do things).

    Have you looked at the Colville books? Strongholds and Followers is available presently with a nice set of Stronghold rules and later this year (if I'm not mistaken) they're releasing Kingdoms and Warfare which specifically has a mass combat system designed to fit into 5e.
