    Can you Interrupt an Interrupt?

An interupt occurs before the triggering action, so IMO it looks like you played it right. Also, do note that A) a creature can choose not to take an OA, and B) that part of the fighters combat challenge can only be used once per round (as it is an immediate interrupt).

    Ice Rays question

Flavor text has nothing to do with what the power actually does.

How do you calculate XP for evil NPCs?

Actually they do get healing surges and second wind. The rules for creating NPCs can be found starting on page 186 of the DMG.

Where is info in 4.0 on how to create Multiclass PC?

I believe I just read something recently about a class that is only available through multiclass, due to come out in Dragon or some splat book. I will try to find the link.

High HP feel a little too high?

Why arent you adding in damage bonus for a magical implament? For a +6 rod you are supposed to get a +6 to every damage roll. EDIT: You also arent factoring in Hellish Rebuke. Its impossible to acurately predict the damage output, but for a possible 4d6+2con in comparison to just 2d10+con...

Why are scrying rituals so dang short?

First of all if there is a forbiddance cast then no components are ever spent, and no time is spent as you know that you cant cast the ritual right when you start. And yeah, 2% is pretty pitiful cost and worth the price of the few seconds. Its definitely not worth hours of scrying. If you want...

Help reign in a player who refuses to play his role

Have the rest of the characters not give him any loot for one. If you have a purposefully ineffective party member they shouldnt get a share of the loot. Also, if I was the DM I would cut his XP reward. You get XP for helping the party, not for being a hindrance.

Why are scrying rituals so dang short?

Just to put things in proper perspective, the market cost of the ritual is 105,000gp, 21,000gp in components and a 10,000gp focus. Now beyond the market cost, while 31 grand might seem like a lot, 10 grand is simply invested in the form of the focus so the value is never really spent, and 21...

High HP feel a little too high?

Have to as in thats how it works, or have to as in thats what you are assuming. My group has yet to actually start a 4ed campaign yet, all we have done so far is draw up a few characters at different levels (5, 15, 25) and play a few combats with each, and in comparison to our 13th level 3.5...

    Question (Potential Breaking Combo)

And why is it an issue that they arent completely broken and overpowered? Thats a list of feats and powers, not consequences. They arent going to be completely broken and overpowered, thats probably number one on the list of consequences, you can have that one for free. But what else?

    How Many Encounters?

If not one, then how many? Take the Kobold Hall for instance. Is a party supposed to clear that out in one day?

    Question (Potential Breaking Combo)

It would for the hit line, but there is nothing to suggest that you would continue to add it to the sustained damage.

D&D 4E 4e's Inorganic Loot System: Yay or Nay?

Can you please explain how giving loot in parcels makes the game less believable? How else do you do it, a trail of coins? As for selling loot, I dont understand your point. Are you daying that with previous edditions you gave treasure that the PCs didnt need? Why?

    Question About Rat Swarm

Its implied from page 278, but not explicit: "You make a separate saving throw against each damage type." If you had to save against each application, I think that it would have said so instead of the above.
