    Sadly, you're in the "effects greater than these" portion of the Wish spell - that's not something on the safe list. It's not normally going to be a broken use by any stretch, but it's not on the safe list. Which means you need to ask the game's referee - the DM.

    Yes. The spell requires concentration to maintain, and it lets you do certain things "once per round". If you cast it during your round, you do that certain thing in that round. Concentration is needed after, but the standard action is to maintain the spell, not to do the stuff.

    Interestingly, it's not directly addressed, so the default rule of 1/2 strength modifier dominates. So... if you're dual-wielding Shortswords with a Strength of 6, your primary hand deals 1d6-2, and your off hand hits harder at 1d6-1. Counterintuitive, but oh well.

    I hadn't ever thought about it, and had just assumed it used the caster's primary statistic. Reading the description again, though, I'm afraid it's as normal for a spell like ability - which means "Charisma-based", unfortunately for most Wizards (A Sorcerer Archmage won't care).
