Apologies for coming to this thread late. In MM the text under Half-Dragon says 'creature's type changes to dragon'. Dragons don't get an extra feat or skill points so half-dragons don't either.

IMO. When a character dies and, presumably, goes to whichever version of heaven/hell is used for their religion/campaign their souls are transported to that plane. They do not necessarily become Outsiders. Their souls are PMP-native and nothing I've seen/read changes that.

Hmm, rogues are not automatically proficient with shields but I would certainly not stop the use of Evasion, and nothing I've read implies that. I might consider houseruling that they take the shield's armour check penalty to Reflex saves, however, due to the unfamiliar shield slowing them...
