    I think your over complicating it. "On a successful save, the target isn't Restrained by the spirit." If they make a save (either one) they are not restrained.

    Nothing in the rules says you need light armor proficiency before you can have heavy armor proficiency. So a wizard can just wear it. Even a NPC without a class can wear it.

    Still gives more than Aberrant Mind. Also there was a UA enchanter. Weakened level 10, but better level 3. Other options would be Wild sorcerer which adds to any spell, or perhaps something defensive like Dragon sorcerer or War wizard.

    They are rare, yes. Also generally weaker effects than other spells to compensate for their higher accuracy. But all of them are enchantments. So Enchanter wizard may be worth looking at.
