The trouble, I've found is that that capitol-scale space battles tend to deligate the PC's to the background. Sure they can call the shots but essentially you have a wargame on your hands. In which case you may want to look at something like Full Thrust. Nice quick way to do large fleet battles...

Move a planet or move a planet safely? If you just want to change a planet's orbit you could do that at a much lower PL. Heck, with enough nukes we could probably do it today. Now if you want to keep the planet entirely intact then I don't think there's a PL high enough covered in D20 Future...
