    The following actions provoke Opportunity Attacks: 1) Moving out of a threatened square. 2) Using a Ranged or Area attack. If it isn't on that list, it doesn't provoke. -TRRW

    From what we've seen so far, I believe that Small is just a keyword for power usage. There don't appear to be any size related adjustments on the Halfling Rogue from KotSF. -TRRW
