    Hmmm... Most KoK books are at least 75% flavor with 25% or less crunch, so it's tough to pick. Maybe Dangerous Denizens, or Stealth & Style would be in the 50/50 range. Otherwise I'd definitely say the Player's Guide to the Sovereign Lands, but that's not in the sale. ;)

    Lands of Mystery (4 short adventures) also contains a short adventure set in Pekal. You might also look at Fate of Heroes, Invasion of Arun'Kid, and Harvest of Darkness (4 short adventures). Though not set in Pekal, they're in the general area.
