Really cool idea! Though it's too tough as written. I agree that these changes would make it balanced: I'd make it a feat for anyone with the shapechanger subtype: a DC 15 Concentration check yields you a +2 racial bonus to Balance, Climb, Escape Artist, Hide, or Swim (but only one at a time).

Probably the biggest actual news item from the transcript was the announcement of Races of Eberron. I look forward to seeing how they decide to handle that.
