There are very few exceptions.
The dual classing does have merit, though I'll bet you can build unbalanced characters with it.
...this is why I said two disarm rules are best.
A. at 0 HP, probably the most common use
B. A power balanced around the most powerful use (crippling a solo)

and two different solutions have been posted.
A. deal with it (an RP issue) with RP solutions
B. make it (an RP issue) crunch neutral
Any direct confrontation is just a nerf to heavy armor users. But the thing is, they're balanced as they are.
Since low speed overland flight is mostly useless I'd allow it. It's not really any more bothersome than eladrin teleport in terms of getting places the PCs shouldn't be able to get too.
With clumsy flight perhaps as an encounter power.
yep, I'd call it playable. And not a major balance worry.

wizard, paladin
warlord, warlock
something like that in terms of class aptitude.
I still don't like penalties. And Made in the shade is fairly uber out of combat healing.
Oh and low light is the vision. Dim light is the lighting condition.
