    I don't think the rules cover this at all, but what I always do is give those types of monsters one level of spellcasting per +1 to their CR. So since a normal 9HD couatl is CR 10 and a 27 HD couatl is CR 19, I'd say it casts as a (9+9) = 18th level cleric.

    That table is really weird. Why would higher HD races have a higher ECL adjustment from getting a half-celestial template ? Unless of course the hit dice dependent half celestial abilities depended only on racial HD, but the MM half-celestial counts all hit dice, including class levels. :\...

    Personally, I think that Spell Turning is mostly fine as it is, but that it should also turn ranged touch spells. But not melee touch or area spells.
