you forget to take into account that you GAINED 2 con when you got the toad which includes a change in HP of 4 HP. when the toad dies, you LOSE 2 con and there fore lost the 4 HP as well. This is not the same as ability score loss from poison or other that are temporary.

This was to make Wizards want to take feats like quicken, because at least once a day of a INT 18 wiz or sor can use it without preparing the spell. Yes there are little subtle changes for differing classes. It's basically flavor for my campaign.

Nope. It's stated that casting a spell is a standard action. NOT a partial action. Logically drinking a potion is a standard action, do you allow two potions when in the influence of a haste spell? I don't.

hmmmm I don't see a need to change it. First off in the actual rules. Casting a spell is a standard action(page 148 phb). Haste gives only +4 to ac and an extra partial action. not an extra standard action.

this is for a default scroll that is found. A Player that takes the time, xp and money can make it to his level and int. Hence 10++int mod+spell level. BUT only if it's a special case. If this is just a treasure that is being found, for simplicity it is 10+spell level + min INT mod.
