Yup, really there isn't much reason to stay as a cleric from a sheerly numeric point of view. There are prestige classes to give you turn undead +1 spell level as well. It's just a role-playing/style question, and a matter of if you want to have some of your feats dicated or freely chosen.

I don't believe so, although Dragons may be a special case, as they have advancing spellcasting as a class ability. At work and going off memory though too, so there may be some loopholes that are exploitable in the wording too.

I don't believe he can take the metamagic feat to begin with. No more so than a Yuan Ti can take craft wonderous item because of it's inane spellcasting. Going purely from memory, the prereqs to take a metamagic feat are spellcasting as a class ability.
