    Well 0 degrees is theoretically where everything stops moving. It is a complete lack of energy. As you get closer and closer to zero I could see exponential damage increases. This level of damage is the kind that could destroy quite a lot.

    Magic items is explicitly allowed somewhere I am certain. Spells would also be allowable. Just remember the feat is useless (and any that have it as a prerequisite as well) any time you no longer meet the requirements.

    If it is ever brought up I would definitely reduce it. However if a player doesn't say anything I'll just pretend I don't see it. Also remember it isn't "strength" that determines range, it is pull. This is limited by strength, but the standard halfling just cannot pull his bow back far enough...
