    Or the DM can describe the visual as the book describes it: the scary dragon is circling the keep, attacking men on its roof and ignoring everything else. There is enough context to know that the biggest danger is the roof.

    Because backgrounds aren't a turn-off switch for a PC's brains, unless you took "suicidal maniac" as a flaw. Now, some people do, but that's their choice.

    With the natural limit of 20 on any stat, it looks like lucky rolls in 5E are not nearly as game-breaking as they might have been in earlier editions. I'd say let them play whatever they wish, and let bounded accuracy surprise you with how balanced the whole enchilada still is.
