    It looks to me like the wearer has a speed of 20' when the slippers are active, regardless of their speed when the slippers are inactive.

    Hmm, I hadn't thought of it that way, but you make a good point. edit: The 3.0e FAQ says Touch is not considered a "fixed" range. There are quite a few entries in the 3.0e FAQ that should be in the 3.5e FAQ. :(

    Yes, those are from Magic of Faerun. According to Players Guide to Faerun, there is no change in them from 3.0e to 3.5e.

    The spell you are referring to, spell enhancer, changed for 3.5e to add 2 to your caster level instead of increasing the DC. This was part of the across the board DC nerf.
