Having never read PS material, Sigil always seemed to me to be a neutral ground, diplomacy/intrigue city. You can generally do what you want, but the few rules in place are strictly and brutally enforced (kind of like Nexus from Exalted). I've generally imagined it'd have lots of gates/portals...

By virtue of the monk playtest, PH3 will definitely have ki as a power source. I also strongly suspect it'll have psionics. So, I think the playtest race will be one that's frequently associated with the monk or psionics. Githzerai, githyanki, and elan all seem like good possibilities to me.

This is good news! I'm somewhat amazed that my most favorite aspect about DDI is the Encounter Builder. It seems like it was something of an afterthought, but that app right there makes a DM's job much easier. If they include a little map-making tool and a way to print monster stat blocks...

Probably so. :) I think even if WotC never released the old edition material, I'd still be indifferent. I'd a little more sad knowing that I couldn't ever get some of the old classics easily, but I've been thinking about picking them up for years and have never gotten around to actually buying...
