Designing a Skill Challenge: Needle in a Haystack

As methods of narrowing it down and not just giving the precise location: Insight to try to intuit where it would most likely be. Other knowledge checks might be applicable to the previous. Arcana if there's anything magical about it, they might try "sensing" it. Speech skills to ask for...

    Unbalanced striker extra damage?

That makes no sense. What difference? What points? Yes, limit mobility. Range is not mobility, range is range. The methods to gain ranged CA (a requirement to get Sneak Attack at ranged) often involve stealth or starting off with melee powers in one round that grant CA for the next.

    Unbalanced striker extra damage?

He can, but it's tons harder to do since ranged CA is remarkably difficult. There are ways, but they often limit mobility.

Thievery Skill - Trained vs Untrained

The "baseline" is that the rules exist as written. The comment in the PHB is establishing the potential for exception to the rules. You're asking for the rules. Then ignore the potential for exception!

Seal of Binding+Divine Regeneration is NOT an automatic win

BUNK it's irrelevant! Probability of an event is only even arguably irrelevant when that probability is prohibitively low. This is not. This only requires a single attack roll. And then, kill Orcus or not, it'll weaken him massively.

Seal of Binding+Divine Regeneration is NOT an automatic win

Because this demigod is lower level than his opponent and his opponent has killed full-fledged gods. We're not talking about a demigod taking out the local militia captain. We're talking about a demigod taking out a god slayer.

Seal of Binding+Divine Regeneration is NOT an automatic win

I'd try throwing an Aspect of Orcus at them, hoping they blow their dailies thinking it the real deal. It probably wouldn't work. :(

    Cleric - Guardian of Faith

Yeah, I don't agree that the zombies would move away. But I don't think they'd try attacking the guardian. Zombies may be stupid, but they don't seek out traps that kill other zombies in an effort to try to make the wall of fire stop burning. Some things are just TOO stupid. They'd only continue...

Warlock - Multiple Cursed targets and damage

You may apply curse damage only once per round. Therefore, only 1 target may take the curse damage.

Cleric's Divine Fortune, can I use it after the attack roll?

Spells that let you use it after the attack roll is determined generally say so.

    Ritual question

Multiclass feats into religion or arcana classes isn't exactly "efficient" given the pre-requisites. Which translate into a 13 in Wisdom (Cleric), Intelligence (Wizard), or Charisma (Warlock or Paladin assuming 13 Strength). Since skill training has no requirement, the game more "steers"...

Using Rods for wizard spells? Forked Thread: Swordmage Implement with Wizard powers?

I imagine that they want to limit the possibility of unexpected combinations of powers and properties. Being able to use Orb of Imposition with a Warlock power is something that might need to be considered when making the power if they could be used together. Or future rod properties would need...

    A Question on Minions...

Here's a better question. How do the PCs know they, themselves, are not minions? Minion behavior is what everyone should be expecting of everything, not the other way around.

    A Question on Minions...

The game is fairly transparent. The rules, themselves, are not designed around the concept of tricking the players. The players should know they are minions, how you achieve that is up to the DM.

Tensir's Floating disk of do everything + Cranky DM

Screw physics. I like "magic is sapient." You do something stupid or try to get away with something you know you shouldn't, magic gets back at you. Tenser's Magic Carpet Ride might decide that the middle of a large body of water is the best place to offload its passengers.

Ongoing effects & Delaying your Action

You can't delay for 3 rounds. You can't delay more than one, unless making multiple one round delays. You take the ongoing effect when your turn comes up, then you choose to delay. You still took the penalty and your turn still came, and went. Of course, I could be quite wrong on some of...

Does the Wintertouched feat work with a Frost weapon?

Only if they had cold vulnerability and you had the at-will "activated."
