    I believe that surprise rounds are limited to a single move or standard action in the same way that normal rounds are limited to one move action and one standard action/one full-round action. I could be wrong, though.

    I've had this problem, too. EoM is really hard to wrap your head around at first, but it's so worth it ^^ Unfortunately, most of the people I play with aren't as good with rules as me, so I don't get to use it as much as I want.
