The problem there is that producers have to ship a copy to each judge. Shipping overseas is expensive, yo. ( See every Kickstarter, ever ) Many publishers send pdfs instead.

From the ENnies rules: I realize that publishers are allowed to submit products in both electronic and print form, but isn't this catagory for electronic only releases?

I certainly hope the judges *actually read* the products. The ME RPG specifically said that it was unlicensed. I would think that this fact would have been noted and brought up during discussions about the product while judging. And not all publicity is good. That guy right there ( points up...

Wil seems a little ( a lot ) heavy handed with having people make tests. It's certainly not the fault of the system.
