For a group about 4th Level, I'd go for Necro's The Grey Citadel. It's a city investigation/ dungeon crawl which can take characters up several levels. Plus it has a great setting and the NPC's are great.

HeroForge is now a useful tool, it can go Epic and it has some templates. I need to look at some of the other options and play with them yet. I like it, it's a great tool.
