    X-Files Type Game- COC or Spycraft

    If you're going for a "Conspiracy Theory" type setting, I'd say Spycraft since the rulebook lets you build the mastermind of the conspiracy. However, if you going for the "Monster of the Week" setting, I'd definitely go with CoC.
