Sounds like you either: A) Start with 12 STR (bumped to 13 in Paragon) and burn feats on Chain, Scale, and Shield. Should be backed up by your good CON. B) Pump DEX and use scimitars or longbows. Seems like good potential for multiclassing with Ranger. C) Accept a lower AC.

I think he may become Paladin Kabob. One of his class features is that he gets Plate + Heavy Shields. Not being able to use them is akin to a wizard not being able to cast spells.

Or, you could play a wizard that multiclasses into the Divine ORacle PP, and maybe swaps a mediocre encounter power out. That gives you great cleric flavor without the suck that is Paragon Multiclassing.

Rogues do lots of damage. Period. Warlocks impose nasty status conditions on their victims and oftentimes are a sort of one-target controller. They also do this at range, which is safer. Thus, less pure HP damage. Its balanced -- both do their job, they just do it differently.
