Thats a very good point. Within the context of the skill challenge system as I understand it right now, I think that would be a hard DC Diplo check which counts as 2 successes if made. That would leave them 3 successes left, so maybe you continue the scene and if they can get those extra 3...

Thats along the lines of what I first thought of. Reading the OP it seemed to be describing basically scenarios where vast empires were carved out, went about their empire business for a few centuries and then devolved into Chaos. To me this screams some sort of chaotic force behind the scenes...
