    I've always thought the broach link to the Queen at the end of chapter 1 is a weak tie. When I dig in maybe there's a way to tie Gaedren to the events in Book 2, and then more tightly against the Queen.

    They are still pretty tightly focused on the Gaedren but I think I can massage them some by including some cruelty from Gaedeen son who shows up later. I may be able to cobble together some new traits from information in the Korvosa book as well. I’m looking forward to the Harrow Deck.

    Savage Worlds runs large combats relatively well, summoning adding to the numbers isn’t really a problem. PF2 requires summoners to sacrifice a price of their own action economy to order around the summoned monsters. It works fairly well.

    Crunchy Tactical RPG like 4e/pf2e but for Urban Fantasy?

    GURPS and HERO will indeed give you everything you want and more. I’d also recommend Savage Worlds. Good character build options, plenty of material to draw from, and can be tactically inclined.
