Since a book of spells is inherently NOT a book of tables, I can assure you that a giant table like this won't exist.

I hope that it will foster cooperation in skill choice among my players and creative, out-of-the-box thinking. The -2 isn't a bad idea, either.

I don't feel that just losing proficiency bonus is enough for having never done something before. I feel that it also ups the importance of skills (and, apparently, weapon proficiencies). I will try it with disadvantage with my group and if it becomes a problem I'll stop.

Hmmm... I smell a house rule coming on.

If you aren't proficient in a skill, don't the Disadvantage rules apply? So being proficient in the skill in question means you don't take the lowest of two roles.
