Well, you could use the MSRD instead of having to buy the books. The MSRD is a subset of d20 Modern, d20 Future, Menace Manual and Urban Arcana.

Have you looked at Blood and Guts 2 and Blood and Space 2 by RPG Objects?

Which output sheets are you using that you aren't seeing those? I thought csheet_fantasy_std.htm and csheet_fantasy_combined.htm had those on it. I don't use those on my character sheets, so haven't paid much attention to it.

Psionics are covered in the RSRD-Psioincs partial dataset. If you look in the directory structure, you will see that there is a srd35\psionics srd35\epic_psioncs folders which contain all the psionics files. Since you don't want psionics, ignore those folders.

CMP's sets are all *.zip files. You just need to extract everything into your PCGen directory, as they have the directory tree already built into the *.zip file.

That depends on how funky the ruleset you're trying to do is. Items that are fairly straight-forward, fairly easy, especially with the wealth of examples that exist in the current datasets. If its some funky rule twists, that can get dificult if not impossible.

Well, I'm biased, since I wrote one of the books, but the Blood and Space 2 line from RPGObjects is good. I'd also take a look at the Dawning Star stuff from Blue Devil Games. Then there's the Future Players Companion group from The Game Mechanics.
