PCGen produces datasets with permission from various publishers. To get to the WotC stuff, you have 2 options: 1) code it yourself or 2) buy the sets from Code Monkey Publishing.

If you go route #1, you can always go to the PCGen List File Help Y! group to ask questions, or read the documentation that comes with the program.

How hard would it be if you don't have any programing knowlege?
That depends on how funky the ruleset you're trying to do is. Items that are fairly straight-forward, fairly easy, especially with the wealth of examples that exist in the current datasets. If its some funky rule twists, that can get dificult if not impossible.

The current version of PCGen has a Source Material tab called PCGen Open Gaming Content. Reading the information bar on it and it's all Copyright-WOTC.

Does the data packs come with an auto intstallier or is it manual?
CMP's sets are all *.zip files. You just need to extract everything into your PCGen directory, as they have the directory tree already built into the *.zip file.
