    Yeah, mistyped. If he means it to replace Automatic Quicken, it pretty much has to. One of those things he just assumes, and it never occurs to him that anyone could view it differently.

    Rapid Metamagic, in Complete Arcane, does what you're looking for. Also, you're wrong about Automatic Metamagic Capacity; it doesn't increase casting time.

    Wizards of the Coast beat you to it. Twice. Dragon Shaman in Player's Handbook II, and the Dragonfire Adept in Dragon Magic both feature a breath weapon prominently, the latter being almost completely dependent on it. It's basically a variant warlock.

    Before everyone panics over time stop, I'd like to remind folks that you can't affect any other creatures while it's running. Sure, it's good for buffing and summoning, but that's it. Also, it can't be extended, only empowered.
