That’s certainly how I run my Greyhawk campaigns. Since Greyhawk is out of print, there’s no universally agree canon. But perhaps Forgotten Realms games that keep to canon exist?

My quick advice? Every time I see the word “balance”, someone is complaining about other player’s characters or DM’s playing wrong. So my advise is: stop worrying about balance. As a DM, allow for pushover encounters and nigh unstoppable encounters. Just give warnings and barriers to entry...
