i mean...characters go from level 1 to 20 in what, 44 adventuring days? is it really that much of a stretch to play a fighter or rogue as an everyman? i'd argue going from "trained combatant" to "legendary slayer of myth" in less then 2 months is a far bigger stretch then the everyman starting...

well...no. that's more then a tad silly. unless, of course, there's something CAUSING those storms to get more dangerous, and you use that as a plot hook for the players to investigate, or something along those lines. but then it's not JUST "storm more dangerous because tier 2".

you could also stat them out as level 8 or 9 elites, level 12 or 13 standards, or level 20 or 21 minions, if im not mistaken, by using the xp thresholds as a benchmark to convert them to different types of creatures.

i have, as a dm, done what i guess you could describe as "solo play" to test things or set up scenarios where the party is walking into the middle or result of a fight between npcs. i don't think that's what's being described in the op, though.
