Correct. It's a BA to gain a concentration-less free disengage on top of giving a (no-save) speed penalty AND damage to (possibly) a decent number of enemies, especially if you have a high movement and/or use your action to Dash. It's not as good as Misty Step, but it's a pretty solid spell...

Nope, it's utter crap. Even as a 1st level spell, it would be a subpar reaction.
