I sold my 3e book, so can't verify. And "explicitly not allowed" doesn't really matter in ttrpgs anyway. All rules are guidelines.

In defense of WotC at the time - their skill set was direct distribution into the hobby channel for MtG. In addition, they could see the devastating effect the book distribution model could have on a poorly managed publisher. And point one feeds point two - without the book distribution savvy...

I think Starmaster was saying that the HC not having the map, but the PB having the map was the annoying part, as completionists would then be forced (as completionists) to buy the PB for content they 99% already owned for that final1% (the map).
