I like the idea of a series of mini-campaigns. Possibly - but not necessarily - related. Maybe one per tier. That way you can have buy-in and commitment for 4-6 months rather than 2 years.

Take a look at Sepulchrave II's Chronicles of Wyre. It's not quite what you want because normal people are still normal levels but the PCs now contend with epic-level friends and foes and wield real influence.

The text says you cannot add your stat bonus unless it's negative, but what can you add? The weapon's plus? The weapon's special property damage (bane, flaming, thunder, etc)? Sneak Attack (or similar) dice? Radiant damage from Paladin?

TLDW: adventurers (vice military in the video) are more likely to choose a broadsword over a rapier because the rapier has big issues vs multiple opponents and is less likely to break. And three other reasons.

How about simplifying Expertise? Expertise just means that you roll the d20 with Advantage. That's it. You could further this by having expert locks / whatever which apply Disadvantage to the roll, so those with Expertise roll normally.

Missed this. If that's the case then I suggest that the class needs a rethink. Action Surge is the Fighter's 'Be a hero' (or anti-hero if you're bravely running away) power. The Fighter should be at least on a par without it.
