The call back doesn’t matter if you didn’t play RHoD. Scales of War suffers from not having the bad guys know. Early enough. You need a bigger settlement than Fallcrest to sub in for Overlook. I think I’d probably use Hammerfast. It reverses the geography but will still work.

I made sure to grab them all before the online tools sub died. There’s a couple of decent heroic tier modules in there but it’s start to get more coherent at paragon and epic. The opening scene in the first module is an all timer.

This thread has made me starting thinking about running 4e again. May have to dig out the Chaos Scar.

There is a 4e Foundry module. Fantasy Grounds supports 4e natively. Roll20 also does 4e. None of them are perfect. All of them require extra work on the set up. The 4e discord channel has some great resources for getting all of these up and running.

Given the 5+ years criteria I'd go with GURPS. As long as you keep a handle on the CP handed out you'll be golden. If you play it for 5 years the rules knowledge issues become trivial. HERO would probably work the same way.
