For the most part I would rule putting people in bags is ok for travel. I would also rule that the bag wont stay open on its own. As its a bag and will collaps if left alone. But thats a minor point.

I say go with competing govs because it will give a more open ended world. With different governments comes different laws/rules that could play into your games. What is each systems laws on gene engineering, drugs, business, religion? Because of the laws what originations have sprung up...
