Devs intended that way since 5E 2014. You need a free hand for each components but the same hand that hold a Shield's Holy Symbol can be used to make forceful gestures, as further confirmed by Sage Advice 2014 and Sage Advice 2024. So if such a Cleric isn't using Material component, his hand...

If you wield a weapon and a shield, you don't have a free hand to cast a spell with Somatic component and no Material one (S, V/S) War Caster will let you cast such spells without having to unequip your weapon or use Thrown weapon. But as a War Priest, you can just as well attack as a Bonus...

Worse case you can even draw a Thrown weapon and make a ranged attack with it as a Bonus Action.

Your War Cleric with a Holy Symbol emblem on a Shield won't have problem casting spells with Material component before or after attacking as a Bonus Action. (V, V/M, V/S/M) If the spell lacks Material component, you can always cast it by sheating your weapon with your Free Item Interaction...

I wonder what Luke Gygax, Jay Scott & Co. thougth of GREYHAWK version published in the Dungeon Master Guide 2024. Its largely the same as the originally gazeteer aside few minor change like the name of some nation or power group.

YMMV our GREYHAWK 1E games generally never had Orc player characer, and Orcs were rarely seen freely in even the largest cities, most often than not prisoners. Those playing Half-Orc were assumred to be of the 10% sufficiently non-orcish to pass for Human.

I would love to see a return of the Warlord! It was a 4E martial leader type class capable of healing!
