    Yeah, I overlook that. Neither the other spellcasters are guaranteed to have arcana, But on the other hand, the wording still states that you are actually casting the spell: "Otherwise, you must make an Intelligence (Arcana) check to see if you can successfully cast it."

    I think WoTC seriously underestimated low level characters damage output. At level 3 almost every class can deal huge amounts of damage per turn, even if limited to a few times a day.

    Above it, the DM reads: "A spell scroll bears the magical words of a single spell, written in a mystical cipher." No amount of luck or cleverness allows someone to read a text in a completely different language than yours and written using an unknown character set.
