I went with the suggested "double con bonus to HP" for toughness and am using that level scaling to boost bonuses for spec/focus as an inherent bonus (since there aren't a lot of enchanted +X bonus weapons in my setting). If the outcome is interesting, I'll certainly post an update. The players...
