The exploding hotel scene seemed a little too... extreme - don't they have any fire safety laws in Bolivia (or where was it supposed to take place?)
James Bond seemed to have a lot of control in the entire movie. He reacted quickly, and even if he was "captured" by the Secret Service, he got away.
Well, it was an hotel, not a secret underwater base, so it might not matter what the villains think. Maybe instead of fire safety laws, they might also have a good insurance ("What do you say there is no clause saying that we don't cover if a car crashes into our hydrogen cells and sets its aflame? Damn our corrupt agents!")I'm not sure many Bond villains really care about fire safety laws. They don't care about murder or megalomonaic plots to take over the world, so I little fire safety law isn't oing to bother them!
And besides, you could be right - maybe they don't have 'em in Bolivia, or wherever.
