40) Don't make plots, make NPCs with goals.

Give your NPCs a goal or a set of goals and always have them working towards those goals as if the PCs didn't exist. This will make the players feel like there is a living world around them and they will want to get involved.

41) When you encounter a situation where you don't know the exact rules, and unless you know exactly where in the book to find them, it's usually best to make a quick ruling and move on - better to go with something reasonable-but-not-right rather than bring the game to a halt for research.

The exception to this is if a PC's life is on the line. Then it probably pays to take a bit more care.
