It's 'step by step' with numbered steps and no statement that the steps can be done out of order... it's _very_ clear by RAW.

1. Heat Oven to 450
2. Add Dish to Oven
3. Wait 10 minutes
4. Remove Dish from oven

Works out really different if you go out of order

Or, more mathematically:

1+7*3-6/2 = 19 (1 + 21 - 3), not 9 (1+7=8, * 3 = 24, - 6 = 18, / 2 = 9) because there is an order that you handle the mathematic steps.

That said, I'd surely hope that DMs wouldn't be sticklers on this one and would let the players have the benefit of the doubt to do things in whatever order is more convenient for them.

Well, yeah, with simple numbers-only order of operations. But what about finding angles is those messes of parallel lines and triangles, or doing a mathematical proof? There's about 5 different ways to get to the answer, and they're all perfectly valid and give the correct answer. Or even solving an equation, there's usually at least 2 ways to go about it

But yes, if you want to be a stick-in-the-mud-DM, you can say you have to follow the steps to the letter. Most DMs I know, though, would just make sure you made all the appropriate changes, completely forgetting about that step-by-step bit in the PHB. Theory and practice, and all that

I have to freely admit that my idea was indeed about trying to have my cake and eat it to. I was too stingy to just buy the 13 Cha at 1st level or spend on of my allocable increase to get it from 12 to 13.

So if the RAW doesn't allow me to just wait until lvl 13 would do it for me for free I am fine with that.

About whether this is official in LFR: No, I didn't talk with any LFR-official about this. I thought about how to level the character and since this step at 11th level seemed to be the most critical I thought I better double-check with any part of the PHB that might disagree. The judgment that the order on these pages is the RAW about the strict order of the level up steps was made by me because that's the impression I got from these pages.

I would just ask your DM. I'd say you've got a 99% chance of him saying "yeah, whatever man."

Then again, one point in Charisma isn't that big a cost to spend before you hit level 11
