15 foot base speed in heavy armor

Let's say I have a base speed of 15, and then I put on heavy armor. What would my speed be, 10 or 5?

I would say 10.

30 goes to 20. So half of 30 goes to half of 20.

10. It's 1/3rd for 30, so 1/3rd for 15 is the right choice.

as Particle_Man and Infiniti2000 have stated
move 20 in heavy armor drops to 15 (5 lost)
so why should 15 move in heavy armor lose more than 5?
