I may be alone in this, but I think Gaius Baltar from Battlestar Galactica. Very brilliant, but has the interpersonal skills of a concussed badger and makes unbelievably poor choices.
I don't know...he does have charisma when he is confident. Remember when he was chosen as VP? It was because of how well he dealt with the press and the people.
On the other hand when he isn't in control, he freaks. What a great character.
