Yangzee Gangs and the Evil Hooded Minions set (both hand-molded by Bob Murch) will cover all of your bases. I've purchased from him extensively in the past and can verifiy that he ships quickly and offers great deals. Currently:

Order five packs, and get the sixth pack FREE. Every four packs after that earns you another FREE pack.

I was thinking more along the lines of Kung Fu Hustle

In that case, what you want is fairly specific to Kung Fu Hustle while simultaneously being a far departure from how most such gangs are represented in pulp fiction of the period. I'd be very surprised if you find a specific line of 'tuxedo-wearing, kung-fu, Asian street gang' minis ;)

I think you'll have to convert something else.

This being the case, I would start with minis from the Gangland Justice range, paint Chinese facial features on them, and finish them off with axe bits from another manufacturer. I suspect that this is the only way you will get what you're after.

I think pgj 14 Upper-Crust Swells might work[SIZE=+2]

I saw that after I posted. There is also a 'Dragon Lady' mini in there someplace that should work as is, as well as a set called Agents of Justice that may work if you file down the masks that the characters are wearing (they all wear formal-ish attire). You may want to email the sculptor and see if ordering individual minis is an option.

[Edit: The aforementioned Dragon Lady can be found here.]

It's going to be hard finding exactly what you're looking for.

Try looking at Foundry Minis, especiaclly in the Street Violence section. They're based out of the UK, but do ship to the US.

Not every mini in the packs will fit your game -- they're mainly geared toward more modern genres -- but if you look carefully there's several packs you could use for your '30s pulp action.

A few samples...

I saw something similar to what you're looking for (sans axe) a couple years ago at Gen Con. I don't recall who was selling them, but I'll ask the other guys who were there with me if they do.
