Well, the race should have an LA of +6 or 7, and the class needs some work too. Using a weapon one-handed requires that one be at least one size class greater than it's size or larger, in this case (a Medium being's polearm, a Large weapon), Huge. This is a better ability than the Monkey Grip feat. The +2 attack bonus to all attacks is two Epic Feats (Epic Prowess x2). The Twirling attack also sounds like an epic feat, in this Case Epic Whirlwind Strike, as one appears to get multiple Whirlwind attacks based on one's Jump skill, but this one is better than epic, since it can exceed the 4 attack limit, with no effective upper limit for someone with high skill in Jump. Combined with the haft-bashing ability and an adamantine polearm shaft (which any player would immediately beg, borrow, steal, or commit any number of foul and heinous acts to acquire), this would be the ultimate solution to autograph seekers.
Is this an Epic class and race intended for NPC use as opponents of the PCs? If so, I heartily endorse it, but I recommend turning a sternly deaf ear to any player asking to play one or attempt to learn their secrets.
