1st level fighter with 30 STR?

Of course... if he really wanted to have a 30 STR... there's a very easy way to do it. Just add 10 to everyone's ability scores (but the modifiers all remain the same).

Would give everyone 10 extra starting HP though.

The standard array is built using point buy. There's nothing stopping him from using it unless the GM changed the starting points. There's also a handy table of a bunch of different point buy options for those unable or unwilling to do the math themselves.

Of course, you could let him build it with a 30 Strength and make him buy points from ALL other skills in a method that leaves him with all 3s for his other stats. Sure, he might get off one near auto-hit, but he'll have about 18 HP, max AC of 10, will of about 5 and two healing surges. See if he even makes it TO the fight. Two or three minions would obliterate him.
